it's not the USE of it which is important, it's the fame!! and the work organizing everything. It's more like: give the forum events and attractions so some can really say: I WAS THERE :P

The closest award is probably "Maru of the Month", however it isn't owned by anyone.
IMO "Newbie of the Month" would be cool. I don't really understand how spamming would help to win the award, as jury = you, and you probably don't want that. However, it would be a good thing as it might encourage newbies to chat a bit instead of being dirty leeches.
Just my 2 cents...
