clearly, those "Teacher Forever" moments in Onizuka are pure genius -- but I have to say the "masturbating nun" bit in the first episode and the phallic symbol interpretation part in episode five of Welcome to the NHK are pure genius.

And Bosou Renkin, when Kazuki was about to do the final faceoff against the Eagle type Homunculus and he was talking about dying and humans and stuff. The background soundtrack, graphics and the japanese voice actor made it sound awe-inspiring ;P

Atm I can only think of two moments in Clannad which were extremely hilarious.
The one in ep 15 from 19:45 to the end of the scene and the other in ep 17 from 15:20 to end of the scene, where Tomoya and Kyou get locked up in the Gym storage room. Damn... I rotflmfao'd at these scenes each time I saw them.
