I'd like some anime suggestions for japanese animes with computer freaks OR computer geeks that goes all chibi-and-crazy-downloading-stuffs-on-the-internet HECK-A-LOT in the anime.

Well there's a computer geek character in Steins;Gate, but he doesn't get all chibi-and-crazy-downloading-stuffs-on-the-internet HECK-A-LOT.

Of the anime I've seen, Welcome to the NHK is the only that is a match.
The only other one I know that kind of matches but not really (he isn't a geek and in the end he doesn't download anything) is Chobits--is essentially doesn't count.

Theres one in Angel beats he`s not in it much butbut he hacks into Angels computer at one point but he`s not chibi.
