Reputation problem

I am unable to use the +reputation button. When I try to use it a pop up comes up saying I need to rep someone else before I can give that person reputation. However, I get that message no matter who I try to rep even if I have never tried to rep them before. Please help. Thanks.

Are you saying that you can't give anyone reputation even once a day? You can give it to three people a day, and have to give it to 15 other people before you can rep the same person again.

Yeah it wouldn't let me rep anyone at all. It seems to be working fine now though. *scratches head* weird. Thanks for the reply.
