I got a Problem here (plz help)

Hey, I am a newbie here, so I am not sure whether it is appropriate to ask this question here (I apologize if I broke some rules or anything like that), but I have a problem with giving reputation points.

I read the section on how to give reputations which someone kindle wrote up with screenshots, but I simply cannot give any reputation points! I dont see the green tab or whatever I am supposed to click to give reputation points.

Can someone please help me out?

on your lower left my good man (says karma), though even giving rep is actually useless, you need to earn rep to rep others with actual +es...

And, can someone move this to Help & Support ([Only registered and activated users can see links])??
