Depends all on the girl, becasue I knew one girl that wouldn't let anyone go near her neck, because when she was a kid, her father tried to strangle her, and she has a phobia of that sort of thing.
Til this day, she can't have anything on her neck. She kept her hair short, because sometimes it felt like long har wrapped around it, and she doesn't wear any necklaces.

As some people said most girls like it, some are just not fussed or terrified. I myself like that kind of feeling on my neck. Probaly because my neck has a point on it where it's been recked as a "weak" spot lol. But as I said, it all depends on the girl.
