Sigs/Avy Questions

I was wondering, i've noticed some people havinf sigs/avys with explicit material, like Lu Lu's Avy for Example.

Are thoes sort of sigs allowed for regular members, or is that only a specialty for people like Lu Lu or the Ecchi Mods...
