I'm going with Lelouch,he just needs eye contact to kill his victim while Raito needs face and name,don't forget that Zero wears a mask and even if Raito were to accept the deal with the Shinigami eyes he still would FAIL.

If you want to compare the level of intelligence for both of them, i would say Lelouch guarantee will be the winner....

Raito only knows how to right the name on the book to kill people.... He can't be a great mastermind since he is not good at manipulating people...

But Lelouch dun just rely on his geass instead he plans his way properly... Remember he can only use his ability once on a person... And he able to overturn the whole kingdom easily though.... Although its kind of sad that he need to die in the end

i think raito would win since he is a little more suicidal plus he has the death note . lelouch could win since he actually has an army the blacknights and the all have knightmares. i think its a draw

Assuming that they've each been informed of one another's powers; it wouldn't take much brain power from Light's end to not look Lelouch in the eye.

Light could always get a picture of Lelouch (which wouldn't be that hard having Matsuda as his little bitch and all) and have someone else write Lelouche's name on a piece of the Death Note.
