I use the Rosai Skin.
If I click on the link I get the following message.... "Invalid Forum specified. If you followed a valid link, please notify the administrator"

The problem was that the link was wrong - instead of forum.nihonomaru.com/site-announcements-news it was directing to forum.nihonomaru.com/site-announcements-news-7 which will bring you to a page that looks like this:
