Though in order to bring the killer down...Kogoro shot Eri (Ran`s mother). Now ten years later, Murakami Jo has been released from prison serving his time....and looking for revenge. Already injuring 3 people, he means business. Conan and Kogoro must figure out the next victim is and stop the killer before he actually kills.

There`s a new twin-tower building opening soon in Nishitamashi City. With the taller of the two towers at 75 floors, the towers seem to reach the heavens when seen from below. Conan and the others see the towers on their way to a camping trip and stop by. They soon meet up with Ran, Sonoko and Kogoro concidently. Tokiwa Group`s president, Tokiwa Mio, knew Kogoro from college and was showing him around before the towers opened. While on the 75th floor, Conan overhears a couple of workers discussing an unusual car that was seen parked in front of the building. It seems that a black Porsche 356A was in front of the towers. It could be Gin`s car. Then, when the City Councilman is murdered later that night, Conan must then solve the mystery while trying to find out why the "kurozukume" is interested in the buildings.

A temple in Tokyo. Three men were holding a secret meeting there. The police department concluded that the Five men that died were mambers of the "Genjibotaru", a group of thieves who had repeatedly stole various artifacts and art pieces from the cities of Tokyo, Osaka and Kyoto.
Is the murder that of those who have desire revenge? Or is it due to an internal conflict within the group? The police department was unable to obtain any clues as to the motivation of the crime...
On the other hand, Conan, who had arrived in Kyoto with Kogoro, Ran and Sonoko, teams up with Hattori Heiji to investigate the case. However, the men in Okina Masks appear in their way.

Maki Juri, the most famous actress in Japan asked Mori Detective Agency for her help. It was to guess the true meaning of Thief Kid’s crime preliminary announcement that he would rob her of her star sapphire ring, "Jewel of Fate".
Kogoro’s inferred that Kid would appear on the final day of the public performance, and he would rob the star sapphire during the play. The party of Kogoro, Ran, Conan, and boy detective group, who had been invited to the public performance, visited the theater "Sora". It was a newly established theater in the new famous place, Shiono Site of Tokyo, in order to confirm whether a crime would start as Kogoro predicted.
Conan has a big question about Kogoro’s interpretation of the preliminary announcement. He found inconsistencies of Kogoro’s superficial deductions, and waiting for the Thief Kid of an old enemy.

Now, in Nishitama, a ship designer of Yatsushiro Shipbuilder, which belonged to Yatsushiro Financial Combine, was suffered from a sudden hart attack while he was driving, and died in a traffic accident.
Six months has passed since then. Conan, Ran, and Kogoro are enjoying their trip in the Aphrodite. The Aphrodite is a luxury liner, and it is sailing for the Pacific Ocean as its maiden voyage. However, there is a suspicious person, and finally a murder occurs.
It is the beginning of a horrible plot occurred in the ocean where there is no place to escape from.
