Most perverted anime imo are Queen's Blade and KissxSis. There's also Ichigo100%, Chobits, Elfen Lied, Love Hina............

Most perverted for me, as of now, kicking out the hentais, are Green Green TV and Golden Boy. You should see the guys' antics in those anime. They're not accidental ecchi, they're perverted ecchi. XD
