A city outside California has for the first time been named the sootiest in the nation, one of the categories the American Lung Association uses to determine the most polluted cities in the country.

We don't really have that much in the way of alternatives to the standard automobile. The hybrids we do have are not cost-effective enough to convince people to purchase them.

The real problem is the lack of an effective mass transit system.
