The color palette and what I can see of the character designs say 1980s or '90s—it's possibly BloodShadow, Samurai XXX (though this series seems to have a brighter palette), or Shadow, but from the scant evidence it could be virtually any ninja anime. Please post more clips, preferably via streaming or another direct viewing method.

It still does not look familiar, though I would say that it is neither BloodShadow nor Samurai XXX, and that it looks even more like an '80s or '90s show.

The clips are from the first episode of [Only registered and activated users can see links. ], starting at 1'21". (Thanks to BenYoshiro of the Shoujo-Ai Archive for the suggestion, which I confirmed with my copy.)
