help me plz (pro in PS/editin needed)

I got a picture, but the picture is small and blurry and........watever.........overall itz in bad quality!!!

tat pic kinda important 4 me(?), can some1 gimme sum help here??
- good and sharp image quality (I dun wanna see sum red/purple/green pixelz)
- 800x800
- cleeeeaaaaaaaaaaaaan
- no need 2 change itz brightness, color, contrast, etc. Juz wanna have good quality with bigger size

Well... I did a fast try... As you know, is a little difficult expand a image without lose of quality, even more with all that noise...
