I agree with Johann from Monster, since he isn't a super-powerful killer, but because he warps people's minds. He may not be destroying the world, but he's really evil

Yagami Light's a pretty good villain, he killed basically anybody because they were criminals or because they were in his way. He even killed L and hes awesome so thats like..... double evil.

Johan Liebert from Monster was really creepy. But the best Villain hands down has to be Ladd Russo from Baccano
