A lot of characters look like that, but with the hairband, the red eyes, and other pictures I'm fairly certain that's Fate from Magical Girl Lyrical Nanoha.

I think it is Hime from Princess Resurection. Though not entirely sure but it might be that it is from there just that it was changed slightly for like a game or something like that.

The yellow hair and black headband makes her look kind of like Houjou Satoko from Higurashi no Naku Koro ni. (Not that I'm saying it's the correct match, tho)

it is Lillian (Hime) of Kaibutsu Oujo.
got it off the original artists site a long time ago.
