Unfortunately I completely disagree with your points. I think borders ruin a sig depending on whats in it.
Maybe a cinema style border, yes, but not one going all around. I just think it's ugly and unfortunatey I've got a tendancy to associate borders with novices to sig making (no offense to anyone who does like borders though). >_<
