Age of 16 you can start a relationship that's a perfect age.
Age of 18 you can start doing all kind of sexual things with your girlfriend/boyfriend.
I think that is most fair (18).
Boys are way to fast having sexual contact with a girl probably around 14, Girls mostly say no it's to early(I agree). But the boys have the ''I want it'' in their minds.
