Yeah it was an unexpected initiative from (ffs-go-die-in-corner) Suzaku. Question remains did he do it to expose Zero or to awake him. I suspect that it was the latest or maybe both. He thinks that if he'll become in charge of japan, Zero wont be needed anymore so he wanted Zero to know that. Also in same time it prevents an unpleasant surprise for Suzaku if Zero would have suddenly awaken in a couple of months and started to stir things up again.

He is to stupid to realize that Lulu is a king. Meanwhile of nowhere but a king by nature and attitude. He aims for nothing less. His confidence and way of thinking prove it. For example when he makes up with C.C (very well built character) he says her:
"if you are a witch then I'll be your witch-king". He tells it to CC a girl which he knows almost nothing about a source of powers he hardly understands but it still seems natural for him that he will have the upper-hand. I don't think rebellion is the right word for Lulu's enterprise. Its a conquest. The area 11 rebellion is only part of it.
