Well I've put it back and did some changes cause not everyone can see it, if all ppl see it , these shoutbox doesn't work with high traffic forums or it will cause server load

so ppl who are less then 1500 posts can't view the shoutbox
which means you need to be a switchblade rank if you want to view the shoutbox.

Well this will b e a beta test, so i hope it doesn't cause so much issue. and we could have it forever =] so have fun.
