Thats a cute post ^_^ but to be perfectly honest I'm not sure I understand the point myself.
In a request thread, theres at least two people involved, the guy who started the thread and one person who says they can help. Once someone posts claiming they know they can help, the first poster reps the helper and informs in the thread that he did. Then, the helper posts his solution in the thread, transaction succeeded. Of course, if someone says they're gonna help, then get the rep, and after 3 days they say nothing, PM me.
In case there's multiple people trying to help:
During the time when a solution has not yet been posted, anyone can apply to help. The first one to help within that period is the one entitled to the rep, but IMO, personally, I would rep everyone who tries to help.
It's best to rep everyone who tries to help until the solution is found, because that way not only are you rewarding genuine help, you're creating the idea that you're a reliable person, and as such, next time there will be more people willing to help you.

It's like this: It's *wrong* to create groups for repping people around for no good reason, and therefore, discussion and fomentation of said act within forum boundaries is subject to an infraction,
followed by a neg of mine because I say so. *However*, we have better things to do than checking everyone's rep 24/7. So basically, don't discuss rep whoring and you'll be fine. Which is to say, rep is here for everyone's benefit, and if some people start abusing it, it will create ghettos of low repped people who can't get any higher. Use rep if you find it appropriate, it really is for your own good, whether on the short, or long run.
