I highly recommend Pirotess (or sometimes Pirotase) from Record of Lodoss War. She's been #1 on my list for many a year now.

Also Villetta from Code Geass is very nice. I personally prefer the 'Chigusa' version.

Mei, from the Hunter Cats manga, had exotic silver hair, with eyes to match. And cafe au lait skin. Yum!

Mihoshi (and her mom Mitoto) from Tenchi Muyo had the skin, but with Blonde hair and blue eyes. Not sure if that's what you're looking for.

Someone already mentioned Aisha Clanclan from Outlaw Star.

And let us not forget Urd (and her mother Hild) from Aa Megamisama (or Ah! My Goddess). Especially in that pink nurse's outfit.

It's a good, exotic look. I wish they had more women out there with it.
