Zero_ice is correct. Most likely you have a hardware conflict with some other hardware or it is bad. Since you do not mention the version of Windows you are using or the hardware involved it is very difficult to help you more than just general statements. Get specific and I can give you more specific answers.
Start with these.
1. Model of Sound card or motherboard hardware?
2. Brand of either?
3. Operating system and service packs installed?
