it's probably back at 10, becasue a person needs 55 Rep Points to get into the HQ Hentai Section.
If it was at 30, then all a person would need is 2 +REPs from a active member, but if it's at 10, then they would need 6 +REPs which give the people who want to get stuff from that section, more reason to contribute to the community, rather than just 2 +REPs, 6 may take longer.

You have to earn to get to that section, and having it at 10 points makes it more challenging.
