That's a bit useless... I can already guess the results...

#1 Misuzu. Not only she's sweet, nice and kind, she also spends lots of time chatting with the active community of NM, and only active community votes here (leeches don't even read some of forum's sections)

#2 Rain~ for a huge amount of hentai (and maybe anime, I didn't check) material. Still, leeches don't care to vote and she's somewhat distant to the active community.

#3 scoutz. Honestly, for some time I thought he was a bot. Whatever the guy's doing, he's doing that in secret. Most of the things he does are probably in the category "some (either of the 3) admin did that". If he does the banning, that probably doesn't bring him much popularity as well.

To be fair, I'll vote for scoutz (*wants to see the results of this poll*)
