I really don't see the need for that giant picture at the start.
Aside from that, it is quite common in Japan on trains usually, because of how busy they can get especially in Tokyo. In Japan, there are carriages that are women only in the trains, and sometimes concerts and gigs are seperated by gender.
I can't help but think that 70% might be a little steep though. But sexual assault doesn't have to be rape, it can be unwanted touching etc, so with this in mind it could be a little more realistic.
